2017-2018 Bargaining Update #6

District Offers 1%

On Monday, January 22nd, the LTA Bargaining Team, led by veteran negotiator Lisa Rubio (Huerta) and including Priscilla Avila (Moffett), Justin Catalan (TOSA), Gary Moore (LMS), Jim Nadler (LMS) and Andrew Staiano (CTA staff), met with the LSD team, made up of Hiacynth Martinez (Personnel), Kevin Franklin (Fiscal Services), Eddie Garcia (Pupil Services), Lissett Pichardo (LMS principal) and Steve Andelson (attorney) for a half-day bargaining session.  This was the fifth meeting between the two teams this negotiations cycle.

The district shared its latest financial report, the 2017-2018 1st Interim Report.  The 1st Interim projects lower-than-expected revenues (due mostly to lower-than-hoped-for enrollment growth) and higher-than-expected expenses for this year, which means the available reserves are lower than projected last June.  In response to LTA’s 4% salary increase proposal made at the previous bargaining session, the district verbally proposed a 1% increase for the 2017-2018 school year, to be paid as a lump sum in July 2018.

In addition to the district’s salary proposal, Dr. Eric Medrano (Director of Special Education) met with both teams to discuss LTA’s proposals for including students with IEPs on general ed teachers’ rosters to prevent overcrowding due to inclusion.
